Patient Charter

At Enayati Home Healthcare Center, every patient and family is cared for with dignity, respect and transparency. In accordance with Dubai Health Authority requirements and our own accredited policies, we uphold the following Patient Rights and Responsibilities. We will explain these where required and welcome any questions.

Part A — Patient Rights

The Patient and/or Designated Representative has the right to:

Have the patient’s rights respected and, where required, explained to the patient, Designated Representative and/or family.

Receive information regarding Enayati’s relevant regulations, policies and service requirements.

Receive information regarding the cost of services before the service is provided.

Receive impartial and respectful care without discrimination, with respect for the patient’s personal values and beliefs.

Receive appropriate healthcare within Enayati’s authorized scope of services and in accordance with applicable professional and regulatory standards.

Receive an appropriate response in the event of a medical emergency, including escalation or referral where required.

Receive clear and understandable information regarding the patient’s condition, proposed care or treatment, expected benefits, available alternatives and relevant risks.

Receive information in a manner the patient and/or Designated Representative can understand and, where reasonably available and required, receive assistance to support effective communication.

Provide written general consent upon commencement of applicable home healthcare services.

Provide informed consent before any procedure or treatment requiring consent, following appropriate explanation of its benefits, available alternatives and relevant risks.

Have the patient’s right to choose a treating physician respected, where applicable.

Participate, together with the Designated Representative and/or family where appropriate, in decisions regarding care and in planning the care or treatment plan.

Request medical reports and copies of medical test results in accordance with applicable regulatory requirements and Enayati procedures.

Have privacy respected during care and have patient information maintained confidentially in accordance with applicable requirements.

Refuse recommended treatment or intervention after the potential risks and consequences have been explained. Refusal will be documented in accordance with Enayati policy.

Receive care in an environment free from physical, verbal or psychological abuse or neglect.

Have an appropriate family member, guardian or Designated Representative involved in the patient’s care where appropriate and permitted.

Receive an explanation, where circumstances permit, of the reason for a recommended transfer or referral to another healthcare facility or provider, and the available alternatives.

Request an itemized bill explaining charges for services provided.

Request access to the patient’s medical record in accordance with applicable regulatory requirements and Enayati procedures.

Receive appropriate assessment and management of pain, and relevant information regarding available approaches to pain management.

Receive compassionate and respectful care during serious or terminal illness, with appropriate consideration of the patient’s religious and cultural practices.

Receive information on how to make a complaint or provide feedback regarding the patient’s rights, care, treatment, conduct of Enayati personnel or services provided — without fear that doing so will adversely affect the patient’s care.

Part B — Patient Responsibilities

The Patient and/or Designated Representative is responsible to:

Provide a valid government-issued photo identification document (such as Emirates ID or passport), and insurance identification where applicable, prior to commencement of the service.

Comply with Enayati’s rules and regulations as outlined in the applicable agreement and Plan of Care.

At all times, treat Enayati staff with respect and courtesy, and refrain from abusive, threatening, discriminatory, intimidating or otherwise inappropriate behaviour.

Staff allocation and non-discrimination: Enayati recognizes that language, cultural considerations and other appropriate factors may enhance communication and patient care, and will consider reasonable preferences where practicable. However, refusal of personnel based solely on nationality, race, ethnicity, religion or similar personal characteristics will not be accommodated. Staff allocation remains subject to Enayati management approval, clinical requirements and staff availability.

Cooperate with Enayati’s applicable Patient Safety, clinical supervision and Quality Assurance requirements.

Provide complete, accurate and honest information regarding the patient’s medical history and current health status, including complaints, past illnesses, previous hospitalization or treatment, and known drug allergies.

Provide timely and safe access to the agreed service location.

Inform Enayati in advance of any change to the agreed service location. Any change is subject to Enayati management approval before services can continue at the new location.

Provide and maintain an environment that allows Enayati personnel to deliver the agreed healthcare service safely and in accordance with applicable Enayati safety requirements.

Ensure any patient/family-provided electrical or medical equipment is maintained in safe working condition, including any required servicing or replacement.

Ask questions whenever any aspect of the patient’s care, treatment, instructions or recommendations is unclear.

Accept responsibility for decisions to refuse or not follow recommended care, treatment or professional advice after the associated risks and consequences have been explained.

Keep agreed appointments and service schedules, and provide the required notice when an appointment or service needs to be cancelled or changed. Changes to the frequency, timing or type of service must be authorized by Enayati.

Comply with applicable Enayati safety and infection-prevention requirements.

Enter into, sign and maintain a current Service Level Agreement with Enayati for the duration of services, including completing any required renewal.

Fulfil applicable financial obligations due to Enayati, including deductibles, co-payments and services excluded from or not covered by insurance or another third-party payor.

Safeguard personal belongings and property while healthcare services are being provided.

Social media & public communications: The patient, Designated Representative and family must not knowingly publish false, defamatory, threatening or abusive content about Enayati or its personnel, or publicly share staff photographs, recordings or personal information without appropriate consent. Enayati’s duty of confidentiality may limit its ability to respond publicly to complaints or allegations. This does not restrict the right to provide genuine feedback or raise a complaint with Enayati or the appropriate regulatory authority.

Respect the professional roles, responsibilities and scope of practice of Enayati personnel, who may only provide services authorized within their professional role and the agreed scope of service.

Inform Enayati of relevant changes to the patient’s condition, medications, treatment or other circumstances that may affect the safe or appropriate delivery of services.
